Abstract:	國內外有關土地使用分區管制與地價關係之研究,無論是理論或實證研究,多著重於探討土地使用分區管制之施行對地價所造成之影響 ,實證結果發現土地使用分區管制對地價之影響,可能為正面、負面或無影響;但許多土地使用分區管制之支持者認為施行土地使用分區管制可排除不相容之土地使用、維護該地區環境品質,使得該區地價維持於某一水平以上,而且許多土地使用分區管制之決策者也相信土地使用分區管制之施行會導致總地價最大化.此外, Wallace (1988)首先對土地使用分區管制是否受土地市場之影響進行探討,實證結果發現土地使用分區管制的確受土地市場影響,故土地使用分區管制機關如將地價列為決策參考時,則以往視土地使用分區管制為外生變數之地價函數的估計及視地價為外生變數以決定土地使用分區管制決策等之研究,將因其函數估計偏誤而致研究結果產生偏差.然地價與土地使用分區管制二者是否存在相互影響的關係及其相互影響程度為何,確有待進一步驗證,以供市地政策應用之參考.是以,本研究期以台北市為例進行研究:(1)建立都市土地使用分區管制與地價互動關係之理論模型;(2)檢測都市土地使用分區管制與地價間之因果/互動關係;(3)透過上述分析結果提供市地政策應用之參考.
