    Abstract: 雖然過去對於民營化的理論研究頗多，然而將工會的影響力納入民營 化的理論模型中加以探討的文獻，卻極為少見。尤其是工會力量的大小如 何影響最適民營化的訂定，更是付諸闕如。因此，針對過去文獻上的缺失， 本文將設立一開放體系下之混合寡佔模型，強調本國政府、工會團體、公 營廠商、民營廠商以及外國民營廠商之間的互動關係，以探討本國政府如 何決定其最適民營化的程度，以及最適民營化的程度如何受到工會談判力 的大小與工會內部對工資或就業的偏好程度所影響。同時透過國內、外資 料的收集以及計量的實證分析，以探討不同產業下，工會力量在民營化過 程中所扮演的角色。除了驗證理論之有效性外，本研究將提出政策建議， 以利相關單位在擬定民營化政策時之參考。
