Abstract:	國民核心素養之研究，實為國家重要基礎建設立一環，回顧台灣近十年來如教育改革、民主深化等問題，皆因未獲社會普遍共識，而產生諸多流弊，耗費不少寶貴的時間與資源，卻無法得到預期效益。OECD國家與歐盟組織，特別藉由 key competence 之大規模研究計畫，試圖凝聚多數國家之共同理念，形成面對二十一世紀各項挑戰的行動準則，並讓各國國民體認到個人能力培養與集體福祉之間的密切關聯。有鑑於此，本計畫特地從歷史、文化及社會面向切入，探討：一、台灣的國民需要何種健全的歷史觀，來正確形塑集體記憶，以消解認同上的重大爭議？二、台灣的國民需要那些文化基本素養，以建設一個多元、開放，能夠吸納全球精華，又保存在地特色的文化環境？三、台灣在社會互動的場域中，一般國民應具備那些素養，才能夠培養出充份信任、坦誠合作、協調互助、發揮個人優點與團隊精神的社會技巧？這三項能力素養牽涉甚廣，本計畫第一年預計透過資料的蒐集與國外實地訪查，建立起基本的指標，來界定「國民核心素養」在歷史、文化孩童會面向上的內涵，接著在第二年預將以舉辦四場「公民會議」的方式，確定民眾對於專家學者意見的接受程度。在進行充份的考察之後，本計畫亦與整合型計畫的其他子計畫將互相溝通，以共同描繪出完整的「國民核心素養」輪廓，同時擬定推廣計畫，尋求進一步落實的機制，期待能為提昇台灣整體國民素質盡一份心力。
