Abstract:	高級人力的培育,是一個國家進行經濟建設所必須的投資,而人力資本的累積,對一個沒有充沛自然資源可資運用的國家而言,更形重要. 人力資本的累積方法之一,便是遣送學生到比較進步的國家去學習,以他國優越的學術設備和技術,來培訓自己未來所需的經濟建設人才, 這便是留學人口的產生與留學政策的形成之始 .傳統上,世界各國對留學人口與留學政策的研究素來就不多,有者也多半集中在以迴歸分析的研究架構上,至今,也仍未獲得一致且強而有力的結論與證據,更沒有提出一個具有說服力的理論學說和研究模式.本研究即在利用人口學上解釋人口遷移的理論:"推拉理論",來分析世界各國留學人口的遷移現象,並嘗試提出一個具有因果關係的理論模式和分析方法,來驗證推拉理論是否能應用到解釋留學人口的遷移現象上,最後,並企圖根據本研究理論模式的發現,提供建議供政府作為規劃留學政策的參考. 基於此論點,本研究擬提出一個因果模式,作為描述和解釋世界各國留學人口的遷移現象的基礎,並透過聯合國官方資料的分析與佐證,以期建立一種學術理論與觀點,對教育學、社會學、人口學與經濟學等領域的學術發展貢獻良多 .
