    Abstract: 一個關鍵問題是一個在組織有效使用資訊 科技時,所面臨的機會、威脅或問題.它是一個 若組織希望成功,所必須掌握的主要成功因素. 為了更加瞭解對管理資訊系統的管理,本研究 將找出在台灣地區資訊系統的經理及開發者所 面臨的關鍵問題.對所謂各關鍵問題的重要性 是依預期在未來三年,為解決此問題所必須投 入的資源而定.抽樣調查的研究策略將配合一 系列的系統資料蒐集方法,如問卷、訪談加以 運用.因素分析將用以分析其結果,以探索對資 訊主管所面臨的主要關鍵問題.這將與以前研 究者在其他國家所作的研究成果加以比較,以 討論可能的文化、經濟、資訊科技差異.我們也將嘗試使用Nolan的階段成長模型及McFarlan的 策略性方格模型,加以解釋.
    A key issue is an opportunity, threat, or problem associated with the effective use of information technology in the organization. It is a critical success factor where things must go right if an organization is to be successful. In order to better understand the management of the MIS area, this research surveyed Top 100 companies, members of Information Manager Association, small-medium businesses and government organizations, etc., to identify the key issues confronting managers and developers of information systems in Taiwan. Importance is qualified as the amount of resources that is anticipated in addressing the issue over the next three to five years. The sample survey strategy was used with questionnaire and interview data collection methods. The questionnaire was evaluated by experts and was pretested. Its final form contains 38 key issues. This research applies two different questionnaire data collection methods. 748 questionnaires were mailed and final effective samples are 332. The top three issues are as followed: top management support, communication between the IS department and users, and aligning MIS with business goals. Factor Analysis is used to aggregate the issues into 7 higher factors. The ranking is compared with previous researches in Taiwan and other countries to discuss the possible trends, cultural, economic and information technology differences. We also analyze the effects of the following variables on the ranking and rating of the key issues: different IS growth stages, industries, public or private sector, IS department related variables (how long it has been established and the number of its staff), respondent related variables (position and how long he (she) has been involved in IS jobs), and organization size (large vs. small-medium, number of total employees, and yearly sales).
