Abstract:	本文由Burrell與Morgan利用主體一客體面向與規則－激進變遷面向發展出四個基本假定截然不同的典範，它們彼此間是不可共量的，Jackson & Carter並起而為之辯護，兩造都希望異於「功能論」的其他三個典範能夠獨立發展，不受吞併，但經過Reed, Donaldson,Hassard與Willmott諸學者的努力，證明典範間其實是可以溝通，有綜合的可能性；Kuhn與這些學者作一對比，可知他是站在「可共量」這一派，作者也同意這個觀點，並於討論部份提出己見，分別為（一）對典範不可共量說之商確；（二）組織理論間彼此溝通的可能性；以及（三）對公共行政研究之意含。
