    Abstract: 隨著全球化的過程,全球治理的概念逐漸在國際關係中成為熱門討論的問題,主要探討類似「沒有政府的治理」如何能夠達到全球治理境界。全球治理的行為主體究係全球公民社會,或是主權國家,尚難斷定,以往國際關係與全球治理的看法是有所差別,但國際關係學門的理論與全球治理概念並非南轅北策,為了理解兩者關係,有必要從國際關係的理論層面以及事實層面加以探討;其次,國際建制在國際關係學門中係自成一個規範各國關係的規則系統,在某種程度與全球治理有雷同之處,因此本文將兩者進行比較分析,以釐清兩者異同。再者,本文從行為主體與行為模式解析全球治理,歸結全球治理的行為主體為國家與非國家的行為者,其運作模式為全球相互依存、國家權力分享等概念。
    With a deep globalization process, ‘global governance’ is becoming a top issue of discussion in international relations. This article aims to explore how the concept of ‘governance without government’ could reach world governance. What exactly are the main actors in global governance system? International relations and global governance have many different perspectives on state sovereignty. This article attempts to examine both through theoretical dimension and factual dimension. Furthermore, international regime, like global governance, is also a ruling system that regulates state ties. Therefore, it is an appropriate way to define these two conceptions by analysis and comparison. Finally, this article concludes that the two main actors in global governance, state and non-state actor, are both based on a model of interdependence.
