    Abstract: 地方發展議題涉及經濟、政治與社會文化等系統。它不僅是規劃行動、客觀分析的過程,亦是涉及權力、利益等複雜性的政治課題(Sharp, 1990),民眾對地方發展目標,因價值觀不同而發生利益衝突;對於地方發展的相關資訊,也因教育水準不同而產生認知不足及認知不清之認知衝突(陳建寧,1999;陳碧珍,2001)。在全球化競爭趨勢時代,高雄市以往依賴中央補助,被動執行中央政府的地區發展政策,已無法契合現階段地區發展需要,如何釐清利害關係人對地方發展的認知差異,進而凝聚共識,則是本研究重視的焦點問題。 本研究採用層級分析法(analytic hierarchy process, AHP, Saaty, 1980),從專家問卷設計探討公民文化、公部門管理能力與地方發展條件情況等因子影響企業性地方發展,繼之以互動管理(interactive management, IM, Warfield, 1994)為研究方法,並以公教界、產業界、傳播媒體界、大專學生及一般民眾等五群體為受測者,探討高雄市面臨二○○九世界運動地區整體發展策略並歸納出九項競爭策略。無論使用層級分析法或互動管理探討高雄市地方發展的議題,結果顯示公民文化都是影響最大的因子。本文採用研究方法兼具理論與實務性,除瞭解高雄市地方發展困境之所在,也提出地方發展競爭策略供有關單位參考,至於後續研究可採用層級分析法補充互動管理增強結構結果權重之優先順序。 Local development gets involved in systems of economy, political, society and culture. It includes political issues of planning action, power, interest and distribution. Owing to the essence of local development belongs to multiple decision-makers, multiple criteria and subjective judgment; stakeholders are in behalf of themselves to bring the cognitive conflict and interest conflict. During the global competition times, Kaohsiung city is transforming from a city of heavy industry into service industry, especially, Kaohsiung city local development is expected to experience more challenge. The research focuses how to integrate the cognition conflict of local resident and stakeholders to the consensus of local development. The research employed the analytic hierarchy process (AHP, Saaty, 1980) to investigate the local development factors of civil culture, local development conditions and government management, and then introduced the interactive management (IM, Warfield, 1994) to analyze Kaohsiung city local development strategic. The results show that civil culture is the major factor affecting Kaohsiung city local development. The value of research method is both theoretic and practical to provide the conference of relevant agencies
