    Abstract: 中山醫學大學附設復健醫院為政府委託民間機構經營之「公辦民營」醫院,且是全國唯一復健專科醫院,其經營績效卓著,大大提昇了醫療服務品質,建立良好聲譽,成為參考典範。為結合實務現象與理論發展,本文試以司徒達賢(1995)之策略矩陣分析法(strategic matrix analysis)的概念為理論架構來探討特殊功能醫院之策略制定與策略管理,由檢視產業環境開始,透過產業發展沿革,藉由策略形態六大構面,及產業價值鏈所形成的策略矩陣及由策略矩陣中來進行產業的策略點與策略要素的分析,使產業之特性及策略應用有更具體的了解。文中首先說明個案之簡介、願景、使命、目標、宗旨及外在環境分析,其次說明個案之經營策略分析,主要內容包括分析個案組織之策略形態,以六大構面來描述產品線廣度與特色、目標市場之區隔方式與選擇、垂直整合程度之取決、相對規模與規模經濟、地理涵蓋範圍及競爭武器。在實務層面,肯定「特殊功能」醫院的存在價值與必要性,經營管理是十分重要的,但應貫徹政策任務,照顧弱勢族群之權益,是社會責任與醫療服務的配合。在理論方面,由於「公辦民營」醫院是近幾年政府積極發展之改革模式,因此亦引起學術界熱烈討論,本文旨在探討『中山醫學大學附設復健醫院』個案之經營管理策略分析,以提供從產業的環境及條件前提中,有系統地找出未來的優勢及策略方法,期能作為未來公辦民營化之參考,使其成功推展。
    To generalize the application of Strategic Matrix Analysis proposed by D. H. Seetoo (1995), this paper focuses on the strategies of the Chung Shan Medical University Rehabilitation Hospital. Following the theoretical concepts and logics of Strategic Matrix Analysis, this paper starts from external environmental analysis, then steps by the analyses of business strategy postures, value chain, and strategic matrix. Conducting a case study to collect primary data by in-depth face-to-face interview, this paper presents the major findings of competitive strategies in the Chung Shan Medical University Rehabilitation Hospital including: Scope and differentiation of product lines, segmentation and selection of target market, degree of integration, relative scale and economies of scale, geographical coverage, and competitive advantages. Finally, on the theoretical aspect, this paper confirms that Strategic Matrix Analysis can be applied to analyze the strategies of hospitals. On the practical aspect, this paper proposes a systematic logic for the reference of hospital top managers to define their strategies.
