摘要:	做為公共領域中最大的資訊生產者與擁有者，政府資料的開放與應用能夠為社會的經濟發展和施政透明帶來正面的效益，故近年來「開放政府資料」運動已成為國際電子治理發展的新趨勢。為了邁向「開放政府」並促進對資訊近用權的保障，各國政府如美國、英國、加拿大及許多國際性組織均積極推動政府資料開放的相關措施。我國也將政府資料開放涵括於第四階段電子化政府計畫的項目之中，並建置資料開放平臺，將政府的資料集以開放格式置於平臺上供民眾下載應用。惟政策推動一年多以來，仍較為缺乏對政府資料開放成效進行檢視與探討的相關研究。是以本研究旨在建構一可用以衡量政府資料開放的評估架構，希冀能建立一系統性的評估檢視基礎。本研究首先透過國內外政府資料開放評比調查以及電子化政府計畫評估文獻的統整，建立政府資料開放的初步評估架構，並透過專家訪談方式深入瞭解我國的發展現況與脈絡，搜集專家對於政府資料開放評估之建議，以此為基礎進行架構的修正。最終本研究提出包含4個構面（環境、開放平臺經營管理、成果及影響）、19項指標及26項細項指標的政府資料開放評估架構，並針對各評估構面提出評估設計之建議，提供政府資料開放的政策推動者及使用者參考。基於前述研究過程與訪談結果，本研究發現我國目前推動政府資料開放業務的現況挑戰主要來自政策制度、組織管理以及社會環境層面，而這些挑戰都存在於根源的政策投入面，故以我國的發展概況而言，目前仍應持續重視對環境構面之評估。另外，雖然多數民眾由於不具有解讀開放資料的能力與資源，須仰賴中介具有技術能力的資料應用開發者分析解讀，或發展服務功能而間接受益，於政府資料開放之價值鏈中，屬於終端使用者的角色。惟民眾作為政府資料開放的最廣泛服務受益者，政府在進行影響評估時仍應將民眾納入評估範圍之中，始能獲得完整的評估資訊作為修正政策方向之依據。
