Abstract:	政策執行的功能是將政策內容轉化為實際行動，達成政策目標。學者由諸多因素建構有效政策執行之模型，然由國會監督角度出發者極少，本文乃透過對美國經驗的研究，論述國會監督與政策執行間之關係。全文共分七章，約八萬餘言。第一章為研究動機與全文架構。第二、三兩章分論政策執行的理論建構，及國會監督的沿革，基礎及技術。第四章探討國會監督對政策執行的影響，並以美國對華軍售為個案說明；第五章則就國會對政策執行監督的困難論述。第六章藉著本文架構，觀察我國國會對政策執行監督之實狀。第七章為結論，提示我國反省與可能因應之道。
