    Abstract: 中共對臺經貿政策早於1979年發表「告臺灣同胞書」，即以訴求「三通」為重點。其後，陸續透過優惠政策提供、法規制定與政治籠絡落實吸引臺資政策。90年代以來中共對臺經貿政策與措施主要包括：提供優惠政策與政治禮遇，發揮引資效果；完善臺商投資法規，保障臺商權益；吸引大臺商、財團，擴大政經影響；積極吸引高科技產業，發揮群聚效應；改善投資環境，設投資專區吸引臺資；促成兩岸直接「三通」（通郵、通商、通航），深化經貿關係；訴求民族主義，爭取臺商認同；彰顯「反獨」作為，發揮嚇阻臺商支持「臺獨」效果；主動赴臺招商，擴大引資效果；組建臺商協會，強化掌控與整合能力（參見附表）。基本而言，中共對臺經貿政策之運作，並非全然依循經濟因素與市場法則，而亦兼具政治功能性策略考量。
