| Abstract: | 濕地具備了共用資源「難以排他性」與「高減損性」特質，然而當共用資源缺乏妥善經營管理，產生資源耗損後，便形成環境維護的困境，本研究以台中高美濕地為例，透過文獻資料蒐集與深度訪談，以了解高美地區在地組織形成原因、高美濕地經營管理脈絡及在地自主組織運作方式，並選定學者Elinor Ostrom所提「共用資源自主治理八大原則」作為診斷依據，檢視資源治理制度、組織內部緊密連結程度等要項，預擬未來可能遭遇問題，做為未來濕地經營管理計畫推動之參考依據。
經過本研究發現，共用資源的開放性，使得在一個以上的地方派系組織力量的分化下，難以限制僅由單一在地組織進行資源管理與利用。因此，當政府力量尚未介入高美濕地之前，自主組織得以透過分工與合作，協助經營管理濕地，且因高美濕地資源系統範圍明確，濕地資源與自主組織之間的關係尚屬和諧；當政府力量介入後，與在地意見領袖合作而成立官方組織以統籌地方事務，反而使得組織與組織間處於一種矛盾關係。
雖然有先前集體行動的合作經驗，可幫助織成員之間凝聚與信任，但也可能產生「不合作」而另創自主組織，甚至因組織調性、背景與可取得資源不同而造成分化，影響組織共同經營管理高美濕地，當外部力量介入或操控資源分配方式，更直接影響在地組織自主治理。
本研究建議透過號召在地自主組織形成合作聯盟或由政府力量提供一個組織可針對共同議題進行討論方案與解決策略的溝通平台，使組織成員們對於環境保育或者發展觀光的想像趨近一致，更容易達到緊密的合作關係及建立一套符合在地特色的規範。因此如能整合外在力量的支持與內部凝聚認同，促使資源使用者願意組成維持資源的組織進行資源經營管理，便可使得資源自主治理更加完整。
Wetland has the characteristics of common pool resources, i.e. “difficult exclusiveness” and “high depletion”. However, it may leave environment maintenance difficult when common pool resource is not managed properly and cause resource depletion. The research takes Gaomei Wetland in Taichung as an example, to learn the forming reasons of local organization, operating management and operating mode of local organization there through literature collection and in-depth interview. It selects “Eight principles for self-governance of common pool resource” proposed by Ellinor Ostrom as judgment basis, to detect important items such as resource governance system and internal connection degree of the organization, to predict possible problems in the future, as reference basis of promotion of wetland operating management plan.
The research finds that openness of common pool resource makes it hard to manage and utilize resources singly under the condition that organization strength of local factions is separated. Therefore, before the government gets involved of the Gaomei Wetland, independent organizations can assist to operate and manage the wetland through division and cooperation. What’s more, Gaomei Wetland has a clear resource system, and the relationship between wetland resource and independent organization needs to be harmonized. After the government gets involved, it will cooperate with local opinion leader to establish an official organization to manage local matters, which will bring a contradiction relation between organizations.
Although there is cooperative experience in previous collective actionable to enhance cohesion and trust between members, it can also result in “no cooperation” but create another independent organization or even differentiation due to organization harmony, background and different resources available, to affect common management of Gaomei Wetland. When external force gets involved of or controls resource distribution mode, it will affect self-governance of local organization more directly.
The research suggests a cooperation alliance through calling upon local organization or advises that the government force can provide an organization which can show a communication platform between discussion scheme and solution concerning the common issue, to make members approach consistent imagination of environment protection or development of tourism, easily reach close cooperation relationship and establish a set of specifications conforming to local features. Therefore, if supports of external force and internal cohesion recognition are integrated to make resource users form organization maintaining resource to operate and manage resource, the self-governance of resource will be more perfect. |
