Title:	沒有共識的共同體？第45屆東協外長會議研析

Abstract:	東南亞國協（Association of Southeast Asian Nations, ASEAN）於2012年7月6日至13日在柬埔寨金邊舉行第45屆東協外長會議（ASEAN Ministers’ Meeting, AMM）與後部長會議（Post Ministerial Conference, PMC）、第19屆東協區域論壇（ASEAN Regional Forum, ARF）、以及第2屆東亞高峰會外長會議（East Asia Summit Foreign Ministers’ Meeting, EAS FMM）。在系列會議期間擔任輪值主席的柬埔寨，由於未能在外長會議之後協助東協成員達成共識並發佈聯合宣言（Joint Communiqué），廣受國際輿論的批評。東協成立45年來首度未有共識的外長會議，被外界質疑是東協內部利益分歧與小團體政爭的延續，但這場茶壺裡的風暴隨著輿論的醞釀與柬埔寨的欲蓋彌彰，業已損及東協打造共同體的團結形象。有鑑於此，本文將檢視本屆東協外長會議的情勢發展，據以呈現當前東協共同體所面臨的雙重挫敗，並提供後續觀察與政策建議的方向。
