Abstract:	對於世界性國際組織和區域性國際組織在維持世界和平所扮演的角色孰優孰劣一直存在著爭議。支持建立世界性國際組織的人以為，區域性國際組織會彼此競爭，因而埋下日後衝突的種子，而避免這種衝突的方法就是建立一個具有廣泛權力的全球性國際組織。但另一方面，支持建立區域性國際組織的人士以為，區域合作是國際合作的自然結果，也是邁向成立一個成功的世界性國際組織不可缺少的一個步驟。聯合國和其他區域國際組織的法律關係主要是規定於憲章第八章，該章主要是要求區域組織以區域行動來維持國際和平時，必須遵守二個條件：第一是和平解決爭端；第二則是必須經由安理會的授權方可協助安理會實施特定的強制行動。本文因此以聯合國為研究對象，以憲章的規範為原則，並參考聯合國過去的實踐，討論其所具有的「區域」性質。
