Abstract:	東北亞地域遼闊，經濟實力雄厚，然而長期以來，由於政治、軍事的對抗，使得東北亞地區充斥各種矛盾衝突，經濟潛力無法充分發揮。現階段加強東北亞區域經濟合作無疑是化解這些矛盾的最佳途徑，既可促進區域的經濟發展，也有利於維護東亞地區、乃至整個世界的和平與安全。1991 年，由聯合國開發計畫署（UNDP）所推動圖們江流域國際合作開發計畫（TRADP），就是這種思維下的產物。期待經由小區域的經濟合作，帶動整個東北亞整體區域合作，逐步將圖們江流域國際合作開發提升至多邊區域合作。儘管圖們江流域合作開發計畫推動迄今面臨許多主客觀條件的制約，致推動東北亞的區域經濟合作的進程一再延遲。然而由於近年來東北亞區域經濟實力不斷提升，及1997 年東盟倡導東亞區域合作，建立東協10 ＋ 3 框架，為東北亞區域合作注入了新的動力。預料在中國大陸正式簽署加入東協10 ＋ 3後，將有助於促進東北亞區域經濟合作及整個東亞一體化的進程。
