    Abstract: 中國的崛起引起國際社會的不安，中國盼透過「和諧外交」來完善國家形象，以提升國際地位與影響力，企圖營造一個和平、穩定環境的想像；然而，「和諧世界」並不等同「和諧兩岸」。國際的現實及中國的打壓，臺灣無法參與國際組織，甚至被排擠在區域合作之外，如何建構臺灣的區域戰略，順利參與東亞區域整合實乃重要。兩岸關係的變化不單只影響臺灣與中國，對東亞各國甚至區域外國家的影響更不可忽視；換句話說，臺灣能順利加入區域整合，這表示臺灣採取開放彈性的態度，而中國不再反對臺灣的參與，此時的兩岸關係已有程度上的政治互信關係，一個「長期」穩定的「政治互信機制」。
