    Abstract: 中國的崛起衝擊全球的經濟秩序，早期的中國改革開放策略著重在「引進來」的策略，跨世紀之交中國開始著眼於「走出去』戰略。本文針對中國的國家角色、「走出去」戰略本身與中國對外直接投資行為，三者作一連結與解釋。透過國際政治經濟學的理論模式與中國推動「走出去戰略」的背景、過程、內容對照分析，我們發現中國政府的戰略思維較符合「新重商主義」的邏輯。即便在全球的經濟整合程度有增無減的背景下，政治上各個國家依然保持獨立與自主，亦即「本國利益的追求」仍是國家總體政策與戰略的首要目標。「走出去」戰略與中國對外直接投資行為之間，不能僅單純的將其視為是中國企業自發性的市場行為。「走出去」戰略是中國政府有策略地透過企業為中介，追求實現、提升其國家利益的國家行為。
