    Abstract: 自改革開放以來， 中國大陸的對外與對內政策都逐漸發生重大演變， 從一貫主張的「鬥爭與對抗」思維正式走進以「和平與發展」為戰略觀主軸的時代。戰略觀的轉變與決策階層對國家所處的環境條件之認知不同，導致思維邏輯發生轉化有關。而這些環境條件則包括國際政治情勢，國內政經時勢，意識形態思想觀念，以及領導人主觀理解等多方面。現階段「和平與發展」戰略觀的體現，就是對外的「和諧世界」與對內的「和諧社會」兩項政策，此二項政策緊密聯繫，分別針對國內發展與國際關係提出各項施政措施並要求落實執行，卻也有整合對內對外政策，提出一套涵蓋政治、經濟、社會、文化、生態等層面的全面性大戰略的目的，並希冀藉此逐步達成大國崛起的長遠目標。
