    Abstract: 中國大陸的城市社區治理是在所謂「全能政府」、「失效」 和市場「失靈」的背景結構中所產生，其重要目標在於重新進行社會整合和社會再造。理論上，「治理」（governance）不同於「統治」（government），蘊含國家對基層社會的「賦權」（empowerment）意義，社區治理的動力既可來自政府，也可來自社會，更可來自政府和社會的合作。實踐上，大陸的社區建設亦形成三種典型的治理模式：行政型的上海模式、自治型的瀋陽模式以及混合型的江漢模式。不過，研究顯示，中共政權對「治理」的工具理性定位與期待，反映於當前大陸的城市社區治理程度仍是有待加強。整體而言，政府仍是城市社區權力網絡中最強大的治理主體；但另一方面，卻也顯示以後的社區發展亦無法由共產黨單獨完成。此種變化，亦使城市社區治理發展成為觀察大陸基層民主的重要指標。
