Abstract:	中共於1949 年底獲得蘇聯支持接手新疆之後，透過民族政策與軍事改編雙管齊下，解決了1945 年起割據於新疆之伊犁、塔城、阿勒泰三區之東突分裂勢力，本有機會使得東突議題獲得澈底解決。然而，由於中共民族政策反覆、1958 年三面紅旗政策失敗，以及中蘇共分裂，以致蘇聯操弄東突議題，使之再度成為中共治理新疆難題。1962 年爆發伊塔邊民大規模外逃事件後，外逃出境之少數民族高層人士，從新疆外圍周邊地區以廣播、文宣等滲透方式，大力對新疆少數民族鼓吹東突獨立思想；復因左傾民族政策失誤，以致東突黨組織在文革時期蔓延至全疆，不僅使得中共建政之後的民族政策努力功虧一簣，同時，外逃出境的維族人士在境外成立各類追求民族獨立的海外組織，導致東突分裂思想的火種從中國境內延燒至海外。本文分別從中共建政後的民族政策、中蘇共的分裂背景為架構，探討東突議題的發展與變化。
