Abstract:	本研究從理論的概念來探究長三角區域治理模式對區域發展將的影響，包括簡述長三角區域合作的形成、上海身為核心城市的治理角色、第三部門的治理困境等面向，並提出長三角地區的治理特性。本研究認為1990 年代開始，上海扮演核心城市的角色，不但帶動區域發展，更有助於地方間對區域意識的認同，更逐漸產生區域治理的概念。然而，現實上，長三角第三部門的治理功能有限，區域治理則呈現出政府主導的治理特性，政府對區域合作仍扮演重要的角色，區域治理模式深具「地方政府主導」的特性；換句話說，私部門或非政府組織則仍處於治理的邊緣，無法直接發揮治理公共事務的影響力，新區域主義定義公私協力的治理關係在長三角地區仍難以形成，長三角地區的區域合作模式在缺乏多元參與的前提下，政府主導仍勝於非政府力量涉入的影響力。
