    摘要: 一般認為在經濟全球化與改革開放的雙重衝擊下，中國大陸國家權威正在削弱中， 而慢慢自市場運作中退位，國家能力與自主性必定降低，但本文認為並不必然如此，國家的 發展與全球化進程是同步的，並且推動了後者的發展。中國大陸由於社會主義的實踐經驗與 東亞發展型國家模式的啟示，面對全球化的潮流，國家負有「防弊」與「興利」的功能，前 者是為防止因全球化所帶來的社會不穩定，後者為因應全球化的國際競爭而促進產業轉型與 升級。因而使得國家角色並未因全球化與改革開放而失色，而是以不同的形式發揮其作用。
