    Abstract: 主題: 國有土地租賃制度的經濟效果: 中國各省分的證據 子題一:國有土地租賃制度對於不動產市場效率的影響 子題二: 國有土地租賃制度對於地方投資競爭與地方財政收入的影響 中國國有土地租賃制度在1992正式成立。早期的研究多著重於探討此制度對於不動產市場效率之影響。他們都認為這種市場分配機制的確大大提升都市土地的使用效率。不過，有些學者主張擁有供給獨佔力量的地方政府透過私下協議方式租賃土地給需求者事實上會扭曲土地市場的效率。除此之外，透過租賃鄉村土地形成的巨大的利潤讓地方政府快速擴張其都市版圖，大量購買農地，然後租賃給商業開發者，如此一來使的農地快速消失，並形成農地非法地下交易市場。這些都影響到農業土地使用的扭曲。除此之外，自從1994的租稅改革，地方政府的租稅課徵力量大幅縮減，導致地方財政不足問題益加嚴峻。因此透過國有土地租賃來解決地方財政問題越來越普遍。近來的研究開始將研究興趣轉移到國有土地租賃制度在地方財政上面扮演的角色。他們普遍認為透過私下協議方式或公開拍賣方式租賃國有土地對於地方投資競爭、地方財政收入、以及地方經濟成長會有不同程度的影響。使用中國各省分從1990年到2010的資料，本計畫欲進行兩大主題的研究。第一個研究主要是透過實證證據來檢驗國有土地租賃制度對於各省分不動產市場效率的影響。第二個研究則是透過實證證據來檢驗國有土地租賃制度對於各省分投資競爭力以及地方財政收入的影響。
