    Abstract: 台灣人權運動肇始於對抗政府公權力對人權的侵害,要求強化人權保障,在如此背景下,台灣人權促進會(以下簡稱台權會)成立於1984年,為解嚴之前民間重要人權組織之一。 台權會對人權的追求,除了透過他的機關刊物《台灣人權雜誌》系列對外傳播之外,台權會的領導階層(會長及執委)乃至會員,透過人脈與相關團體串連也是重要的方式。至於對於個案的聲援,也是台權會具體作為的展現。 特別是早期於台灣民間或在野範疇的人權組織中,曾經共同與台權會為推動人權理念而努力的團體,諸如:推動二二八平反的二二八公義和平促進會等,隨著運動告一段落而解散,相關史料亦無保存。台權會不僅持續時間最久,跨越戒嚴時期到台灣經歷自由化、民主化,成為完全自由國家之後的發展,並且長期參加推動自由化、民主化改革以及要求推廣人權理念、落實人權保障的社會政治運動。有鑑於民間或在野力量的觀點與資料,能夠更全面性地呈現台灣人權發展、理解人權理念的演進歷程。因此,此次繼對《台灣人權雜誌》系列進行探討之後,提出第二年的研究計畫,希望透過對可以公開的執委會紀錄、聲援個案的資料,進一步探討台權會如何推動其理念,以及其運動決策的內涵。配合第一年的研究計畫成果,希望可以更全面性地釐清台權會人權主張的內涵及其發展,並探討台權會的人權實踐與台灣人權運動的關係。 In the beginning, human rights movements in postwar Taiwan are initiated by the resistanceagainst the violation of human rights by the government authority. Under the circumstances,Taiwan Association for Human Rights (TAHR) is established in 1984, as one of the mostimportant human rights organizations.What TAHR pursuit for the human rights, In addition to through the series of TaiwanHuman Rights Report to spread , the leadership of TAHR (president and executivecommittee) and even members that through the interpersonal networks to link with therelevant bodies is also an important approach. And then it’s also specific as to show for thecase of solidarity.Especially in the early , passing through the Martial Laws period, and the liberalizing anddemocratizing period, TAHR participated in ground-breaking political and social movements,urging the government to promote HR and putting HR protections into practice. In addition toTAHR, “Association for the Justice and Peace on 228” promoted the redress of themiscarriages of justice on the event of 228 and was dismissed after the movement suspended.Therefore, after investigating the series of Taiwan Human Rights Report , and puttingforward the second research plan, the others also hope through the station the right of thepublic record of the Executive Committee of Solidarity with the case, to further explore howto promote the ideas of TAHR, as well as its movement decision connotation. With the firstyear of the outcome of the research plan, we hope more comprehensive to clarify the meaning of human rights advocates of TAHR and their development, and then exploring the relationship between the TAHR’s practice of human rights and human rights movement in Taiwan.
