    Abstract: 在國際市場日益競爭激烈的環境下,各國無不致力透過設計政策、文化創意等政策之制定及推動來促進產業發展進而提升國家競爭優勢,而國情和民情與臺灣相似的韓國近年在國際設計競爭力之評比、影視文化產業發展及國際活動能見度等表現更是令人側目。本研究採用文獻探討及歸納綜合分析法,分從國家設計政策意義及各國執行現況、韓國設計政策發展歷程及執行單位、韓國設計政策執行內容及成效分析等面向深入剖析,並得出韓國設計政策成功因素為: 1. 政府明確的決策方針及高效率行政體系; 2. 政府的強勢主導及逐步深耕的產業發展策略; 3. 重點培育具市場潛力及規模經濟的文創產業;4. 重視人才培育並結合文化與科技的教育方針; 5. 吸收國際經驗及舉辦交流活動的加乘效益。冀望透過本研究能全盤暸解韓國設計政策之發展模式及成功因素外,並作為臺灣未來規劃國家層級之設計政策及文化創意產業發展等政策的借鏡參考。
    Many countries are striving hard on their national design policies which lead to culture creative industries to deal with the rapidly growing global market. Most of them have the government-driven characteristic, especially United Kingdom and Korea. For the past years, Korea has had outstanding performances in national design competitiveness, entertainment culture development, and international activities. Having the similarity in history and society development, it is significant for Taiwan to study the key reasons why Korea has dramatically recovered from its financial crisis, and has turned its national design policy into a success. This study applies the documentary analysis and comprehensive induction by using the existing articles, executive plans in defining the meaning of national design policy and in analyzing the development and contents of Korea national design policy. The results of the study show the factors behind the success of Korea national design policy. These are the administrative system of explicit and efficient decision making, well-government developed industrial strategies, total focus on the high economic potential market of culture industries, a systemic education of combined culture and technology in training talents, and the experience gained from a well-planed launching of international activities and events. The purpose of this study is to carefully examine and study the developing patterns and key factors to the success of Korea’s design policies; moreover, to contribute it as reference for the future policy in Taiwan.
