Title:	退出、呼籲、忠誠：一個城市基層選舉參與效能與政治行動的分析模型

Abstract:	檢視中國城市選舉參與現況，若干學者，皆提出諸多論辯，但對於解釋個體行動因素及心態轉變，卻相對有限。客觀而論，當前推動的城市基層選舉，多是由國家主導，以城市民主政治建設做為號召，旨在喚回社區認同；但另一方面，伴隨選舉活動帶動的有限政治開放，其後續卻是難以預料。本研究據此出發，提出一個微觀城市基層選舉參與的效能與行動的分析模型，我們認為，兩種政治效能感「認同性」與「防禦性」組合配套，通過選舉產生的制度效應，將產生「退出」、「呼籲」、「忠誠」三種迥然相異的政治行動選擇。針對此一假定，本研究以上海2006、2009年兩次居委換屆選舉為研究個案，根據田野發現，社區基層選舉存在著普遍的「集體行動困境」，但值得注意的是，高認同政治效能感個體由於選舉失望走向從「退出-呼籲」的行動替代機制，與現存集體行動理論預設大異其趣，卻是解決困境的唯一契機。就此觀之，中國的基層民主治理，或許會是面臨集體行動困境之後，走向突發轉折的非預期性後果。
