Title:	公民意識、文官印象與選民行為：以2009年雲林縣長、桃園縣縣長比較分析為例

Abstract:	成熟民主政治在於能夠回應公民意識與公民社會的需求，因此文官不能以服務民選首長為滿足，否則就會產生首長滿意度高，而對文官評價偏低的乖離現象；抑或會產生文官受民選首長所累的「多做多錯」委屈情形。西方的公民意識，來自資本主義的反動。我國的公民意識，則來自民主政治發展。本文理論從後者出發，在實證研究上發現，「族群」、與「國家」意識逐漸具有一致性，形塑出全新公民意識；其次發現，我國公民都具有相當的批判意識。其次分析TEDS2009M桃園與雲林的投票資料，從百分比比較分析發現：1.地方上「民選首長滿意度」與「文官印象」呈現乖離現象，及前者高滿意後者低滿意。2.中央上，中央層級文官受制於民選首長滿意度，的委屈情形。運用Logistic Binary Regression mode分析發現：。1. 在地人的尊榮感，建構出公民意識。2.派系因素可能因公民意識發展由逐漸降低其影響力。具公民意識的文官，若要自主發展與追求卓越，只有依靠不斷的訓練，才能具備相當知能得拒絕不合理的政策目標以節省民脂民膏，此外更能引領民選首長走向「善治」之目標。
