    Abstract: 自從1949年兩岸政權在冷戰初期正式形成分治局面以來，無論對中國大陸或台灣而言，至少到冷戰後期為止，如何處理由於「主權分裂競爭」所導致的問題，不僅成為雙方在進行國際交往時無可迴避的關鍵，由此所衍生出所謂「兩岸關係」（cross-strait relations）議題也長期成為國際政治熱點所在。其後，在1971年聯合國大會通過2758號所謂「中國代表權」決議案後，由於美國對華政策同時出現轉向趨勢，兩岸外交競爭一度因國際權力格局變遷而趨緩下來，但在1989年天安門事件爆發後，由於大陸方面暫時陷入外交孤立狀態，台灣則在經濟實力提升之餘也藉機擴張其國際空間，從而再度讓兩岸衝突成為國際安全研究者注視的前列議題。在此，本文試圖從國際結構變遷角度出發，一方面說明兩岸關係的定位所在，更希望在關注「中國崛起」（China Rising）同時，藉此釐清台灣問題在此過程中所可能扮演的角色與其潛在之影響內涵。
