    Title: 1950年代美國對台軍事援助對後續美台軍售的影響

    Abstract: 筆者擬從俄羅斯亞太政策、地緣政治等戰略考量，綜合陳述俄羅斯對外發展經濟戰略（Economic Strategy）的思維，並以政治經濟整合論述方式探討俄羅斯的對外「經濟戰略」。中國與俄羅斯同處亞太地區為鄰，在經濟層面上皆是國際經濟裡的新興市場，在政治層面上則是國際政治中的新興大國，兩國政策與發展都成為國際間焦點，從研究俄國對中國的經貿發展政策核心思想，筆者希望藉此呈現俄羅斯外對外策略與中國經貿關係的「經濟戰略」觀察途徑，試圖從俄羅斯政治層次上的「經濟戰略」的研究，了解經濟層次上的「經貿發展」的影響因素。俄羅斯遠東地區（Дальний Восток России）是俄國東方邊境區域，在地緣上與中國、北韓、日本與美國（阿拉斯加州）毗鄰，在經濟產業方面天然資源（能源、漁業、林木、礦業）豐富，因此是俄羅斯發展亞太地區相關政策重要的戰略樞紐；然而因為基礎建設相對落後，遠離俄羅斯政經中心（國都莫斯科與歐俄國土），遠東地區整體發展上是相對延緩，但是其對外經貿情勢與特殊戰略地緣位置，卻是俄羅斯政府重視的發展政策之一，俄國政府也藉由發展遠東地區，為俄羅斯經濟戰略的關鍵性發展；中國東北區域與遠東地區的邊境貿易頻繁，更是俄中兩國實行經貿合作的重要焦點，兩國經貿合作體現在俄羅斯遠東地區的開發合作，是俄羅斯重大的政經利益收穫。
