    Title: 崛起強權主導國際制度建構過程的實踐與省思

    Abstract: 國際關係對於霸權主導國際制度已有一定之發現，不過於對於崛起強權(Rising Power)建構國際制度的作為與行為傾向，則附屬於霸權(hegemony)的相關討論，而未獲得一定之重視。霸權論一般認為，崛起強權在未發生霸權戰爭前，只能被迫遵循霸權主導下的國際制度，唯有在崛起強權取得霸權地位之後，方能展示創建國際制度的領導能力(Gilpin, 1981)。不過在霸權更迭發生之前，並非沒有發生崛起強權主導國際制度的案例，例如德意志帝國在1878年主導柏林會議，解決東歐巴爾幹問題，更於1885年的柏林會議中達成列強瓜分非洲的行為準則；美國在1922年主導華盛頓會議，成功地就列強的海軍軍備管制與列強在亞太勢力範圍問題，達成協議。有鑑於中國大陸暨印度在近年的快速經濟成長，大有在21世紀中葉前成為新興強權之趨勢，而且新興強權在參與全球經貿制度重整、金融制度改革，以及全球氣候變遷制度創建過程中，均已展現極大之企圖心。為填補國際關係研究針對崛起強權參與全球治理之研究空白，並探索霸權興衰過程中國際制度規範暨全球治理的建構與運作流程，擬在立基於現有國際關係對於霸權治理暨崛起強權的論述基礎上，分析崛起強權在建構國際制度過程的實踐模式，補充崛起強權的研究空白，並強化國際關係對於崛起強權參與全球治理的認識。
