    Abstract: 本文就全球環境治理的分析途徑重新進行思考，透過國際社會化歷程與倡議網絡的觀點，並且佐以東南亞霾害案例，來釐清環境治理研究應補強的不足之處、運作脈絡、以及發掘新的研究問題。本文的研究發現如下：首先，「國際社會化」的概念可以幫助研究者理解全球治理運作的整體脈絡。在架構跨層次環境管制網絡的過程中，國家行為者們需經社會化的歷程來內化外來的國際制度與價值，並且產出具體的政策與法規變革。其次，非國家行為者、觀念因素、倡議途徑、問題塑造、內化、目標國的反饋與擴散作用等要素，對於治理的成敗有著關鍵影響。最後，目標國加入環境治理框架與否，端視其願不願意「啟動內化的程序」而定。倘若目標國不願進行內化或出現不一致內化之情況，將會阻礙環境治理的成效。
    This article attempts to rethink the global environmental governance analysis approach. From the International Socialization and Advocacy Network perspectives, we examine this analysis approach’s defects, operational circumstances and further research topics, illustrated by the haze problem in Southeast Asia.
