自蘇聯瓦解的兩極體系崩壞，短短一二十年間，世界格局似已進入美中兩強的權力政治結構。然而，後冷戰時代特徵是經濟議題凌駕於軍事或政治議題之上。美中兩強既有經濟互依必要，但在戰略上又不得不提防對方或爾虞我詐。美中兩國這種合作中有競爭的關係，既型塑區域政治的權力格局甚至是全球事務均受其影響。本文擬從國際戰略環境之體系結構及現勢觀察，進而提出台灣適應環境之應有政策或策略建議。 The global structure have seemed to enter the US-Sino power politics in decades shortly, since the USSR collapsed with the disappearing of the bi-polar system. The era of post-Cold war is characteristic with the economic issue overriding the military and political issues. America and China confront both the economic interdependence necessarily and they must take precautions against each other in strategic area. The nature of US-Sino relation with mixing cooperation and competition that will shape the feature of regional power politics even the global affairs. This paper intend to view environment of international strategy from the angle of structure and situation, so as to present the suggestion for Taiwan to adapt the circumstance.
