    Abstract: 氣候變遷之財務機制於國際間以及各國的重要性日增，特別是來自國家的財務（domestic finance）所扮演的角色。本文將以國家氣候變遷財務機制為研究對象，透過數個案例的介紹，分析在國家層級設計氣候變遷財務機制時，需要考慮的制度要素，接著先就我國目前既有以及規劃中，可能用來支援氣候變遷減緩與調適政策與計畫的各類基金做一彙整，進一步透過上述之個案分析所得出的制度要素，提供我國設計或整併相關基金時，必須納入考量的指導原則，最後則據此簡要評析2015 年7 月1 日公告之「溫室氣體減量與管理法」中欲成立之「溫室氣體管理基金」。
