檔案為國家與社會發展的歷史記錄，內容反映了國家社會的發展，也成為研究者進行學術研究的第一手材料。但檔案典藏機構往往基於資料保存與多數人使用權益之維護，而有檔案開放取用與限制規定。有鑑於檔案開放取用與限制規定將影響使用者應用檔案之權益與便利性，本研究期許透過文獻與網站相關資訊分析，了解國內外重要檔案典藏機構目前館藏檔案開放取用與限閱規定，並比較分析優劣，以供國內檔案開放取用與限閱政策改善之參考。 Archives as the history of the state and social development, the content of archives can reflect the development of the state and its culture. Archives have become the first-hand materials of academic researchers. However, archival repositories had to formulate the access and restriction policies for preserving archives and the right of usage. These policies and regulations will influence on users’access. For this reason, the study will review literature and relevant websites to analysis the access and restriction policies of domestic and foreign archival repositories. Finally, the conclusions and suggestions are proposed as the reference to improve these regulations.
