    Abstract: 現代教育發達的國家，教育家們都希望實現「全民教育」、「終身教育」的理想。所謂「全民教育」，就是教育制度的規劃，不能僅為少數人著想，而要設法顧及全民的需要，以實現「教育機會均等」的理想。所謂「終身教育」，就是使人人自幼年以至老年，均有接受教育的機會，也就是我們所謂「活到老、學到老」的意思。這一項完美的教育理想，在傳統的學校制度下，由於種種限制，是無法實現的。一直到廣播教育和電視教育實驗成功以後，才開闢了一條成功的途徑。空中教育制度在歐美及日本諸國，業已卓著成效。他山之石，可以攻錯，值此我國全面推展空中教育制度之際，亟需比較探討他國之經驗與成效，以為我國之借鏡。實施空中教育制度歷史最久者，首推澳洲，一九三三年，澳洲政府鑑於幅員遼闊，交通不便，為普及教育計，乃於全國六州實施空中教育。其次，法國於一九三九年為應付戰時需要，實施空中教育，現在共有空中學校六十所，學生逾十萬人。英國實施空中教育為時甚早，至一九六九年開始成立空中大學，利用電視教學，招收學生，頒授大學學位，為空中教育制度開一新紀元。美國空中教育制度，各州情形不同。一九五六年芝加哥設立電視學院，學生利用電視在家修習學分，成效顯著。東鄰日本空中教育制度更為完備，政府教育法令明文規定空中學校與正規日夜學校，同為教育制度上一體二面，畢業學生資格相同。現在日本大學實施空中教育者超過十四所，高中及高職七十二所，各級空中學校學生逾十三萬人。綜合上述，可見各國貿施空中教育歷史已甚為悠久，範圍漸次擴大，實開教育史上嶄新的一頁。茲為明瞭各國空中教育制度之實際狀況，謹就澳洲、法國、英國、美國和日本等國空中教育制度之歷史發展，目前狀況及所具特色，作詳細介紹與評述。
