Title:	建置兼具國家安全與個人隱私保護的資通訊情蒐與分析系統

Abstract:	本論文首先探討與評論現有國家資通訊情蒐與分析系統的現況。接著我們探究最新的資訊安全的研究議題，即如何以巨量資料分析的新技術應用到網路安全以找出新型的網路與系統入侵與攻擊。從犯罪防禦與偵察的觀點來看，國家關鍵資訊基礎建設防護可以充分運用巨量資料技術來進行電腦網路資料的蒐集與分析，以確保其它關鍵基礎設施的防護，落實國家安全與犯罪防制與追蹤的目的。但是從犯罪者的角度來看，他們也可以運用此技術分析資訊基礎建設防護的漏洞，並且將攻擊的行為隱藏在雲端平台上進行持久性的攻擊。我們必須要掌握如何將巨量資料分析技術應用到資訊安全的發展趨勢。最後執法人員在依法執行國家安全工作，進行網路資料的蒐集、分享、整合與分析，可以利用個人資料匿名化處理保護與資料分階段使用權限控管機制來實現個人隱私保護的目標。
