    Abstract: 本文係採系統途徑（SystemApproach），從「決策組織」（The　Decision－Making　Structure）、「資訊組織」（TheInformation　Structure）、「動機組織」（The　MotivationStructure）等三個層面作系統分析，冀從系統整台及評估，抉擇達成地價政策目標的具體作為。全文計分七章二十九節，約十萬餘字。地價是所有土地問題的核心，但地價的概念卻又如此的混淆，致諸多土地問題遷延不決，並非偶然。地價應是土地使用價值的反映，並以之為上限；因之，就理論而言，地價本身即具有促進土地合理使用、維持合理價位、減緩土地投機、確保個人取用土地的公平機會等價格機能。但由於土地市場組織的不健全，地價也就受到了扭曲：傳統土地市場賦予各決策個體的權責並不平衡，資訊組織極為薄弱；動機組織亦顯得隱晦。在這種情形下，握有較大決策權之個體，便對土地產生較大的偏好，所謂「有土斯有財」，誠屬不謬。又由於市場資訊的匱乏，這種「有土斯有財」的觀念相習成風，就是土地投機者的溫床；如此相循不己，取用地產的動機便變得隱晦，此時的地價，往往係籍哄抬所形成老。本文先從土地市場的決策組織作調整，以建立均權制決策體系，其次，透過民間資訊服務的專業化及政府資訊網的建立，裨供一般社會大眾足夠的必要資訊；最後從誘因結構的合理化，導弓仕地市場有效的運作。因此，所謂地價政策，並不是直接對地價加以限制，而是從制度上加以匡導。總之，地價核策的目標，就是讓地價發揮其應有的機能。地價政策的系統分桁硎究。
