    Title: 臺灣農地供需預測及農地政策導向之研究

    Abstract: 台灣地區人地比例偏高，農地資源有限。近年來隨著經濟快速發展，非農業部門用地需求急劇增加，農地大量變更非農業使用。政府雖然積極開發山坡地、海埔地等農業邊際土地，但近年來耕地總面積仍逐年呈下降趨勢。未來在工商業持續快速發展，人口及公共建設投資大量增加的強大壓力下，部門問土地利用競爭日益激烈，優良農地被轉用侵蝕勢所難免，而新耕地的開發必須考慮對環境之衝擊及水土資源的保育，不可能有大規模的增加，因此，未來台灣地區農地品質及數量均將受到嚴重的影響。故為維護國內糧食之安全，如何有效規劃未來農地資源之供需，配合生產國民所需之農產品，以防患糧食危機於未然，厥為當前農地政策亟待解決的重要課題之一。本文採用模型建立法（Model－Building Approach），依循過去台灣經濟發展、農業發展、人口變遷、糧食供需變動及農業生產力變遷等趨勢，建立模型來預測未來台灣農地之需要量及可供量，以作為農地政策決策之參考指標，同時探討未來台灣農地政策之方向。
