    Abstract: 本研究以前瞻數位匯流的產業發展與其相關法規為基礎,透過多元利害關係人觀點,研擬電子治理在數位匯流發展趨勢下,政府行政機關如何統合跨部會功能職掌、資源與業務流程,以俾利於未來我國電子治理計畫整合與推動,同時檢討電子治理相關法制與政策(如政府資訊公開、個人資料保護、數位機會、資訊公開、網路服務遞送、民主參與等)可能需要的調整。
    The development of digital convergence has provided foundation and impact on e-governance. The study, based on the trends of digital convergence, explores how public agencies may manage e-governance programs in terms of cross-agency, cross-boundary resource and process from the perspectives of multiple stakeholders. In particular, e-governance programs should appropriately respond to digital convergence including adapting regulation, policies, and specific programs such as information transparency, privacy protection, digital opportunity, online service delivery and public participation.
