    Abstract: 由於都市人口與經濟迅速成長，土地開發使用之需求不斷提高，都市土地漸向 郊區及山坡地發展成為難以避免之現象，山坡地便成為私部門開發利用與公部門審查管制 的對象。山坡地因其特殊的自然特性，使其地形與地質的複雜性相當高，在土地開發利用 與管理上極具挑戰性。目前山坡地係以開發許可方式進行開發活動之管制。然而，目前的 山坡地開發許可審查作業不夠落實，亟待檢討修正之際，山坡地開發又紛傳災害之發生。 因此，如何重新思考山坡地開發政策，研議山坡地開發許可審查內容與作業標準，以確保 山坡地開發之安全性，仍為當前重要的課題。本文之目的在於檢討當前山坡地開發許可審 查作業之相關課題，並研議山坡地開發審查輔助策略，以供未來健全山坡地開發許可機制 之參考。
    The special character of the hill makes its geology and topography quite complicated, challenging the management and development of the hill. With the rapid growth of the urban population and economy, the requirement of land development is on the increase. It is enevitable that the urban area is expanded to the suburbs and hills. Therefore, the private sectors are interested in developing and utilizing the hill while the administration inspects and regulates the use of it. The development permit has been directing the land development of the hill. However, at the present stage, the examination of the development is fully implemented. During our critical review and correction of the examinin g system, the land development of the hill is always resulting in some disasters. Therefore, it is an important issue that we must think over our policies for the land development of the hill and make the criteria for the procedure of examining and issuing the permit so as to ensure the safety of the land development of the hill. This study aims at presenting a critical review of the related issues of the procedure of the current issue of the development permit. We shall also submit the assisting stratagem of the land development of the hill, which will hopefully serve as references to a sound in stitution of issuing hill development permit in the future.
