Title:	兩岸會談之研究--以「辜汪會談」為例

Abstract:	四十年多來，海峽兩岸「分裂分治」，並沒有兩個獨立自主之「政治實體」分別並存的客觀事實，是決不容否認的。其成因不只是歷史發展使然，同時也存在著深層的意識型態結構的問題。自前千中共以反對李登輝總統訪美為由，片面中斷第二次辜汪會談，並於去年總統大選期間連續進行飛彈演習以來，兩岸關係的緊張對立近來雖略有緩和，但兩岸之間的協商會談機制，卻因中共一再以所謂的台灣必須回歸到「一個中國」原則下，而延宕至今。面對兩岸談判的停滯不前，台灣方面基於許多事務性問題仍待共同解決而屢次主動邀約，李登輝總統更在就職演說中明確宣示願意赴中國大陸從事和平之旅，但中共卻反而擺高姿態，置之不理，意圖製造台灣民間的焦躁感，從而迫使台灣政府儘速與中共進行談判，如此一來中共便可以坐收漁利，玩弄台灣於股掌間；而台灣一旦陷入為談判的處境，則將受制於人，任由宰割。本文在多次的會談中選定「辜汪會談」此一最具代表性的兩岸會談為例，而事實上，「辜汪會談」舉行的目的就在於將歷次會談中由於層次級過低、授權不足、或爭議性大的兩岸議題，做一次彙整的磋商，故本文將以此為研究範圍，旁及其他相關之碰究重點：1.而岸關係之演進：軍事對抗時期、冷戰對峙時期、兩岸交流時期。2.鄧小平以來之對台政策：告台灣同胞書、葉九條、鄧六點、錢七條，以及對中共「一國兩制」之剖析。現階段台北之大陸政策：國家統一綱領之制定印意義、
