    Abstract: 帝俄趁鄰國落後衰弱的時候，東侵西佔，擴張領土，逐漸成為世界上幅員最大的國家。一
    　九一七年二月革命前夕，它的領域東起白令海，南至阿富汗邊境，西至波蘭國界，北達終
    　年冰封的北極海，面積八百六十四萬九千七百九十八萬平方英里，約共包含一八二個民族
    　，一四九種不同的語言（註一），其中人口在一萬以上的種族不下九十五個（註二）。
    　高居統治地位的俄羅斯民族，於攻佔他國領土之後，即將其併入俄國本土，不視為殖民地
    　來統治；它佔領外國土地的目的，不純為經濟利益，主要是使領土上的人民俄羅斯化(
    　Russification)；它的民族政策大致是根據下列四句口號所擬訂的：一個上帝、一個沙皇
    　、一個民族、一種語文。沙皇為了達成這種政策，禁止少數民族使用方言，企圖改變它們
    　的政冶、文化和宗教生活，消除它們的地區特性，最後使它們完全為俄羅斯民族所同化。
    　但因許多民族有其不可磨滅的本質，加以帝俄政府腐化無能，以致上述同化計劃沒有收到
    　實際的效果。所以，當蘇維埃政權建立之初，俄國境內仍有許多不同的民族存在，因此蘇
    　維埃政府必須在中央政府之內設置民族委員會來加以管理，並派要員史達林主持其事。究
    　竟高呼解放弱小民族的蘇俄共產黨的民族政策是怎樣的？和帝俄時代的政策是否相同？它
    　的行動和口號是否一致？這些都是值得注意的重要問題。
