    Abstract: 筆者在五十五年十月號「出版月刊」上寫了一篇題名「從聯邦主義到合作聯邦主義」的三
    　萬多字長章。那篇文章五分之四的篇幅是用來討論合作聯邦主義對美國政冶與社會所發生
    　的影響；而只以五分之一的篇幅簡述合作聯邦主義之形成與含義，實嫌疏略。因而在該文
    　寫作之中途，即深感應另文詳述合作聯邦主義之淵源與實際內容。本文尚僅及其淵源，所
    　論各端，該文中皆不曾涉及，所以內容並不重覆。
    　聯邦主義是美國開國諸元勳的創造物；合作聯邦主義(co-operative federalism)則是從聯
    　邦主義逐步自然演變而成的。有些學者說，制度是長成的，而不能做成。這話有一半正確
    　，一半尚可考慮。但合作聯邦主義則確是長成的，而不是做成的。因此，我們仍然必須從
    　聯邦主義談起。
