Abstract:	台灣地區由於經濟快速成長，人口大量集中於都市地區，至民國八十年底止，全台灣已實施都市計畫地區計有425處，都市計畫地區內人口數高達15,713,800人，占全台灣地區總人口之76.4%。在都市發展與成長快速的情況下，都市計畫土地使用分區管制之實施成果與管制目標，往往與實際土地使用情形產生明顯差距，政府在辦理都市計畫通盤檢討時，經常會面臨土地使用分區變更的問題與壓力，目前都市計畫法中雖有規範變更方式，但僅係原則性之規定，對於實際之運作方式並沒有詳細及具體標準，因而造成諸多困擾。
