    摘要: 蘇共官方一向宣稱，蘇聯是世界上最民主的國家，蘇維埃政體是最完善的制度，堅持一黨專政以及國家對社會的嚴密控制。但是自從1985年3月戈巴契夫主政以來，破除了前幾任領導者的粉飾太平，進行全面的「改造」。「公開性」、「民主化」、「新思維」等一連串的口號紛紛出籠，放鬆對社會的控制，改善人民與領導菁英的對立關係，更新人員甄拔的辦法，黨政機關的調整，允許非共政黨的存在，成立了人代會與施行總統制。
