Abstract:	在簡單的遊動國家和離心的封建國家中，嚴格言之，固無所謂中央與地方的分別，自亦無完備的地方政治制度。地方制度乃伴同統一國家而生的必然產物。統一國家的中央政府，不但其轄境甚廣，且必思以有效的方法去指揮監督其地方政府，期收指臂運如的效果。為要達到這種目的，則中央與地方的關係如何聯繫，彼此之職權如何劃分，地方政治及鄉治機構如何締造，均成為不得不作適當解決之重要問題。中國自秦漢以來，歷代政府對此問題之解決，曾有種種的努力與實施，便構成歷代地方政治制度的演進。揆其內容，計有三大部份：一曰人民自理其公共事務的鄉治組織。二曰執行政務的基本組織。三曰連繫中央與地方的中間組織，保甲鄰里為鄉治組織。郡縣守宰為基本組織。部省督撫為中間組織。茲就此三者由上而下分別論述其演進：
