Title:	國家角色與國營事業

Abstract:	摘要本論文主要是在探討國家機關能動的特質，以瞭解如何透過「國家主導」式的發展策略，及透過國營事業這個政策工具的運用，來加速社會經濟成長。本論文採用歷史結構研究途徑和意志論研究途徑，探討國家機關在社會轉型過程中的角色功能，及在民間社會和國際政經環境中彼此之間的互動關係。在國家機關主導「自由化」、「國際化」、「民主化」等開放政策實施下，基於歷史因素而存在的大部份台灣國營事業，雖然是國家經濟建設與發展的重要環節。但在民間社會成長後，其功能與效率，受到了各方面的評議。本文認為國營事業的角色功能，應該發揮其積極的一面。本文第一章敘述研究動機，研究方法，並透過文獻檢討，建立論文架構，並延伸其他學者的研究方向。第二章從多元理論和新馬克思論的國家概念，探究其中的內容要點，理論差異，並加以檢討，從而導出國家角色的概念與分析途徑。第三章就新興國家的發展過程，來探討國營事業所含有的國家資本，國家管理和國家干預的特性。第四章處理在發展過程中，國家機關面對國際環境和國內環境變遷而引起的轉換，及國營事業目前的困境和未來的展望。第五章為結論，提出對我國發展過程中，國家角色功能的總評，並強調國營事業應該發揮活潑國民經濟及為民服務的積極功能。
