Title:	黨外立法委員質詢內容之研究

Abstract:	本論文乃研究民國59年至78年, 黨外( 即以后的民選黨 )立法委員於立法院中所作質詢( 包含口頭與書面質詢 )內容的分析研究, 試圖瞭解近二十年來, 黨外立法委員對臺灣社會、政治、經濟變遷的認知及其質詢言論對臺灣社會所產生的影響。全文擬分七節: 一、緒論: 對於我國立法委員質詢制度及其特性作一說明, 并將過去研究有關立委質詢內容之文獻作一介紹。二、研究方法、架構及其限制: 本文研究方法采用內容分析法, 以近廿年來立法院公報中所有黨外( 民進黨 )質詢為研究對象。并說明研究架構中類目的決定方式, 及研究上所遭遇的限制。三、黨外立委問政的背景分析: 將這廿年來黨外及黨外立委問政的背景作一說明。四、質詢言論的內容分析: 分為六個時期––民國59∼61, 62∼64, 65∼69, 70∼72 , 73∼75, 76∼78年。探討每個時期質詢言論的特色與外環境間的互動關系。五、黨外立委質詢內容中對臺灣社會的認知: 本節試圖從宏觀的角度解釋黨外立委問政重點的轉變。六、質詢內容與競選政見的比較分析: 觀察并檢證黨外立委問政內容是否實現競選政見的主張。七、結論。
