Abstract:	論文提要本論文壹冊，共約十萬字，分五章十三節撰寫。第一章為緒論，說明研究動機、目的、範圍及步驟。第二章為台灣現行國有土地概況；探討台灣現行國有土地之範圍、管理機關、清理保管、使用規定、委託管理及估價出售等概況。第三章為國有土地管理問題分析與檢討；研究國有土地管理制度之演進，並從現有相關統計資料及法令規定等，分析國有土地之清理接管、產籍列管、管理方法及出售方式等管理問題。第四章為國有土地利用問題分析與檢討；研究國有土地利用的原則，並從公用與非公用國有土地利用現況，檢討不適公用土地之清理調整利用和國有非公用農地和都市土地之經營開發利用等問題。末章為結論與建議，即依前各章分析結果，發掘國有土地管理與利用問題，主要有管理事權統一、管理資料清理、土地保管維護、處理方式選擇及經營開發利用等項，最後並針對問題檢討改進的方法，提出建議以供參考。。
